Until the beginning of the 20th century, the popular sailor suit was only available for older childen. Very young boys were dressed in skirts.  Rubber undergarments (and more recently, synthetic plastic ones) permitted children to wear pants and  rompers.  The sailor suit for children remained in vogue for the entire 20th century.
